anyone point me in the right direction for mounting a video camera on the car.can't seem to find anything in the blue book or the standing regs giving do's and dont's on fitting and fixing.

I use the little Velcro / rubber "saddle" mounts on the roll cage and put a cable tie over the outside of it.
